Three significant bank promotions were voted and announced by the Board of Directors of City Savings Bank and Trust Company of DeRidder after their meeting Monday.
Honored by the unanimous vote of the Directors was Merle Harper who was cited f or "unprecedented leadership, stalwart loyalty and unflagging optimism that hasp
spurred the bank forward
Chairman of Board Emeritus for Life.
Harper has served as Chairman of the Board for the past eight years that have seen the ,bank triple in assets and service to the community. Harper, who also serves as President of the Beauregard School Board, expressed his appreciation for the unprecedented honor.
"I am deeply moved by the Board of Directors for expressing such high regard and friendship in voting me this
honor, particularly making it a lifetime honor," Harper said. "and I will continue to give my
very best to the bank, its Board, staff and its thousands of depositors and borrowers."
Also voted a promotion at the Board meeting was W.E. "Billy" Kilman, who was named Chairman of the Board in an elevation from the office of President. Mr. Kilman has served as President of City Savings Bank and Trust Company since January 1, 1971.
The Board stated that "Billy
Kilman has through its greatest era of growth since its founding, having taken over when the bank had assets of 16 million dollars and he brought it up to be the largest bank in Beauregard Parish with assets of over 47 million dollars."
The Board of Directors also cited Mr. Kilman for growth in its branching activities. "During his tenure as President our bank grew from its old location into one of the finest

branch to one with three branches. with a fourth branch under construction at the present time.-
"I am deeply touched by the confidence of the Board and their expression of support and fully realize that I follow one of the finest men to ever occupy
the position of Chairman of the Board: Merle Harper.- Kaman stated. "It is my hope and wish that I can give the incoming President the kind of back-up support and assistance that Mr. Harper gave me throughout my tenure in that position.-
Named President of the Bank by Directors was Ed Michael Reggie who was the Bank's Executive Vice President. Simultaneously, he was also named to the Bank's Board of Directors. The Board announced that -we are especially happy to promote a young man to the position of President and Chief Executive Officer of the Bank, so he can bring to our Bank and that important position a valuable vitality that is coupled with an experience and training in banking."
A native of Crowley, Reggie was educated at The Williston School in Easthampton, Massachusetts, Tulane University and the University of New Orleans where he received his B.A. degree in Banking and Finance and where he has completed substantial academic work toward a Master's Degree in that field. He is presently' enrolled in the Stonier Graduate School of Banking at Rutgers University and attended its summer session this year and will com- plete the course in Advanced Banking during the next two summer sessions. Prior to joining the City Savings Bank last January, he was Vice President at the National American Bank of New Orleans.
"I recognize the honor invested in me by the members of the Board of Directors of the Bank and realize the obligation that I have to the Bank and that I have to the entire community, and I shall strive with all my energies and determination to justify their confidence in me and to serve all the people of the entire Beauregard community as it deserves. and needs to be served."
Reggie added, "I think I am particularly fortunate to have the guidance and friendship of Chairman Emeritus Merle Harper. Chairman Kilman and the other members of the City Savings family, because in my work, to do it properly, I will need all their help, particularly the calibre they offer."
-'We have a great community." Reggie said, "and our biggest asset is our people
and it will be my goal and ambition to make the City Savings Bank as good as the people of Beauregard Parish—and if we even come close to that high standard, I think our mission will be successful."
